General Provisions
Clause 1
VIII Andrey Tarkovsky International Film Festival "The Mirror" will be conducted in Ivanovo, on June 10-15, 2014, in order to develop cultural exchange and mutual understanding between nations and to promote cooperation between film-makers of the world.
The Festival Organization
Clause 2
The International Film Festival "The Mirror" (hereinafter called IFF “The Mirror”) established by the Government of the Ivanovo Region of the Russian Federation.
IFF “The Mirror” is supported by the Presidential Administration of the Russian Federation, the Russian Federation Government, Ministry of Culture of the Russian Federation.
General management of the preparation for and conducting the Festival is vested in the Organizing Committee.
The Organizing Committee Chairman: P.A.Konkov, the Ivanovo Region Governor.
The IFF “The Mirror” President: P.S. Lungin, director, People's Artist of Russia,.
The IFF “The Mirror” Program Director: A. S. Plakhov.
The Festival Program
Clause 3
The Festival Program includes:
• Competition;
• The Mirror of «Artdocfest»;
• Animation Program;
• "We" Russians Films;
• Program of Shorts
• "Euphoria";
• "Trakovsky. Context";
• Video Art program by MMOMA (Moscow Museum of Modern Art)
• Poetic program
Clause 4
In order to participate in IFF “The Mirror” the participants should submit an application before April 20, 2014.
The Search Committee selecting films for the Festival shall stop its work on May 1, 2014. The release program of the Festival shall be assigned by the IFF Management.
Each film shall be run no more than five (5) times, including press screening.
Clause 5
Only films completed no later than January 1, 2013, are allowed to participate in the feature film contest.
The competitive program will give preference to world and international premieres.
At least ten (10) films shall participate in the competitive program.
The competitive program preferably accepts the films made on the 35-mm film with the optical soundtrack, however a film can be screened from a digital carrier.
Copies of the films accepted for the competitive program should be delivered to the Management of IFF “The Mirror” before May 15, 2014.
Clause 6
To participate in the other programs films should be on the 35-mm film with the optical soundtrack or on other carriers.
Copies of the films accepted for the other programs of the Festival should be delivered to the Management of IFF “The Mirror” before May 15, 2014.
Clause 7
All the deadlines and timeframes are mandatory; otherwise the Management of IFF “The Mirror” reserves the right to exclude films from the Festival program.
Documentation
Clause 8
The filled-in entry form for each film confirming its participation in the IFF “The Mirror” should be received by the Festival Management before May 12, 2014.
Apart from the entry-form the following documents should be submitted as well:
- Full script of the film in the original and in any of following languages: Russian, English, French or Spanish;
- Subtitle cue sheet in English or in French;
- Synopsis, promotional materials, and press materials;
- Publicity trailer and some shots from the film;
- Materials for the catalogue (information about the film creators, photographs including the director’s photo, shots from the film)
- DVD with the film for subtitling
Transportation and insurance of the film prints
Clause 9
All the costs of the films transportation to Ivanovo and back (Sender’s Airport – Moscow/Ivanovo - Recipient’s Airport) shall be paid by the Management of IFF “The Mirror”.
All the costs of storing and insurance of the film prints included in the Festival program shall be paid by the Management of IFF “The Mirror”.
Guests
Clause 10
The issues of invitations, terms and conditions of the guests’ visit and their accreditation are within the competence of the Management of IFF “The Mirror”.
All the selected films approved by the IFF “The Mirror” for the competitive program should be presented by at least one member of the film crew (director or actor/actress).
The Management of IFF “The Mirror” bears all the expenses for return trips and accommodation of the film crew member (director or actor/actress).
The visit conditions for other guests of the Festival are stipulated in their personal invitations.
The filled-in accreditation forms confirming the participation in the IFF “The Mirror” should be received by the Management of IFF “The Mirror” before May 12, 2014.
Jury
Clause 11
The International Feature Film Jury shall be formed to assess films participating in the contest. The Management of IFF “The Mirror” bears all the expenses for accommodation of each member of the Jury with an accompanying person in Ivanovo, and their travel expenses (to and from the Festival).
People who are involved in creation or commercial distribution of the films screened during the Festival shall not be included in the Jury.
Awards
Clause 12
The International Feature Film Jury awards the following prizes (symbols):
Grand Prix in the amount of 1 500 000 Russian Rubles (RUB) (including all the taxes and dues)
Best Director Award - 750 000 RUB (including all the taxes and dues)
Professional Achievements Award - 750 000 RUB (including all the taxes and dues)
Special Organization Committee Award for the outstanding contribution to cinematography
Special Awards
The Ex-Aequo prizes shall not be awarded.
All award-winners are supposed to be present at the awards ceremony.
Final Provisions
Clause 13
Participation in the Festival stipulates the compliance with all the provisions of these Regulations.
In case of controversy on any of the provisions of the Regulations the Russian version prevails.
The Management of IFF “The Mirror” has the right to solve all the issues not covered by these Regulations in accordance with the generally accepted practice of conducting international film festivals.
